German Nurse Moving to Dubai and the Gulf: Licence Guide
If you are a German nurse or midwife searching for how to move to Dubai, Abu Dhabi or elsewhere in the Gulf, the good news is specific: under the UAE's Unified PQR, nurses and midwives with a valid German licence and good standing certificate and no long practice gap are exempt from the licensing exam. The catch is that a German licence triggers the PQR's English-evidence rule, and your Ausbildung has to be matched to a title. The licensing process, step by step

Check your eligibility, gap and qualification
Confirm your German licence is live and your last clinical shift is within three years. Then check what your qualification is (Ausbildung or degree) and decide which title fits: Registered Nurse, Specialty Nurse or Registered Midwife.

Book your English test
The PQR requires IELTS 5.0, OET C, TOEFL 500 or Cambridge 169 because a German licence comes from a non-English-speaking country. Book early so the result is ready when the file is.

Open your Sheryan (Dubai) or TAMM (Abu Dhabi) file
Create the account with your name exactly as on your passport, choose your title and upload your qualification, licence and employment evidence, with certified English translations.

Start DataFlow verification
Pay the DataFlow fee for your regulator and submit consent so DataFlow can contact your nursing school or university, your state authority and your employers. DHA's FAQ quotes 15 working days from payment; DataFlow itself says 15 to 25.

Ask the state authority responsible for your licence for a certificate of good standing. Time it so it is still valid when the authority reviews the file; the PQR edition on DOH's site sets six months.

Upload exemption evidence in line with the PQR (German licence, good standing, no gap or recent qualification, English result). If the authority confirms the exemption you do not book an exam.

Once the authority issues your licence, an employer activates it. Complete any medical fitness requirement the authority sets.

Pay: German vs the Gulf
German figures are TVöD-P monthly basic pay for full-time public-sector nurses, gross, in force from 1 May 2026 as published in the TVöD-P pay table, shown from the first step that table lists. They exclude shift supplements and the year-end payment (90% of a monthly salary for groups P5-P8, 85% for P9-P16), and private and church employers use other agreements. Gulf figures are monthly ranges from our country data. Gulf pay carries no personal income tax. UAE packages commonly add housing or a housing allowance (AED 3,000-6,000 a month where not provided), annual flights, medical insurance and gratuity; other Gulf countries commonly add housing, flights and gratuity. Pay groups are not formal equivalents.

The UAE nursing exam exemption for German nurses, in detail
The rule that matters most to a German nurse sits in the exam-equivalency chapter of the Unified Healthcare Professional Qualification Requirements (PQR), the rulebook shared by DHA, DOH, MOHAP and SHA. Its table for "Nurses and Midwives" exempts applicants who hold a valid licence and good standing certificate issued by one of 20 listed countries, and Germany is on that list. That is the primary-source basis for saying German nurses and midwives can skip the licensing exam in the UAE. It is not a blanket pass, and German applicants meet two conditions that UK or Irish applicants do not: the English-language requirement and a qualification-level question. Both have their own sections below.
The conditions attached to the exemption
- Valid licence and good standing certificate. Germany has no single national nursing register, so the licence evidence is the permission to use the title Pflegefachfrau or Pflegefachmann (or Gesundheits- und Krankenpfleger/in for older qualifications) from a state authority, and the good standing certificate comes from the competent state authority.
- Recent qualification or no practice gap. The April 2025 PQR says the qualification must have been obtained within the recent three years, or there must be no gap in practice since your last day of employment.
- Primary source verification. Your qualification, licence and employment history still go through DataFlow. The exemption covers the exam only; the PQR says so more than once (1.6.2 and 21.2).
- English evidence. Required where your studies were not in English or your licence is from a non-English-speaking country, which includes Germany.
- The title must match. The title you request must match the title on your licence and qualification (PQR 21.5).
- Attempt history. Declare any earlier UAE exam attempts. The UAE allows three attempts across all four authorities.
What happens if you have been out of practice
The exemption does not survive a long gap. The PQR states that exam-exemption criteria do not apply once your gap in practice exceeds three years (21.4). The gap table in chapter 1 of the PQR sets what nurses must do:

Parental leave (Elternzeit), long sick leave and time in non-clinical roles such as quality management, training or pflegerische Leitung without patient care all raise the same question: does the authority count it as a gap? The PQR defines a gap as a defined period of discontinuation of clinical practice. German nurses often take generous parental leave, so check this before you plan around the exemption. If you are not exempt
DHA publishes the Registered Nurse exam in its September 2026 CBT guideline: 150 multiple-choice questions in 3 hours, a 50% pass mark and a USD 240 fee. It is delivered by Prometric; DOH uses Pearson VUE. Our DHA exam page and free mock tests cover the format. For most German nurses in continuous practice, though, the job is proving the exemption, not preparing for the exam.
The English-evidence rule: who has to prove it, and how
This is the point German nurses most often miss, because many Gulf-recruitment pages are written for UK, Irish or Filipino applicants. The PQR's nurse exemption carries a note: if the professional did not complete university studies in English, or if their licence belongs to a non-English-speaking country from the list, one of the following must be provided.

Why a German nurse is caught by it
- Your licence is from Germany. Germany is not an English-speaking country, so the "licence from a non-English-speaking country" trigger applies even if you studied in English.
- The trigger is either-or. Studying in English on a German course does not remove the licence trigger.
- The PQR does not say the evidence can be waived by working in English. We found no published exception for nurses who have worked in English-language settings or for expatriate nurses; ask the authority if you think you qualify.
Planning the test
- Choose the test. The PQR lists four. The OET is a healthcare-specific test; IELTS 5.0 is the lowest-barrier general test. The choice is yours; the PQR sets only the minimum.
- Book early. Test dates and results can take weeks. Do not let the language result become the last item in your file.
- Check validity. The PQR does not state a validity period for the language result in the text we reviewed, so confirm with the authority how old a result may be.
- Upload it with the exemption evidence so the authority sees the exemption and the condition together.
If you do not have the result in time, the exemption evidence is incomplete, and the authority may route you to the exam instead of waiting. Our healthcare licensing service checks that each condition is satisfied before the file is submitted.
The same English rule appears in the PQR for midwives, pharmacists and allied professionals, so the point applies if you are a German midwife as well. It does not appear in the physician exemption tables; see the German doctors guide.
Ausbildung or degree: matching your German qualification to a UAE title
The exemption removes the exam; it does not choose your title. The PQR sets qualification levels for each nursing title, and the title must match (21.5). German nursing training has a feature that UK degree-trained nurses do not face, so this is the part of the file to check first.

The vocational-training question
Most German nurses trained through a three-year vocational programme at a nursing school (Pflegeschule), historically as Gesundheits- und Krankenpfleger/in and, since the Pflegeberufegesetz took effect in 2020, as Pflegefachfrau or Pflegefachmann. Since 2020 there is also a degree route (Pflegestudium). The PQR's Registered Nurse title asks for a bachelor's degree in nursing. We found no published PQR statement that says how a German vocational qualification is mapped to Registered Nurse or to Assistant Nurse, and the nurse table does not list German qualifications at all. So we cannot tell you which title a vocationally trained German nurse will be given, and we would not trust a recruiter who says they can.
- Degree-trained (Pflegestudium or Bachelor in nursing): your degree matches the Registered Nurse requirement on its face, subject to the three-year full-time minimum.
- Vocationally trained: the authority decides, from your transcript and curriculum, how to credential you. Expect it to review the course content, and prepare detailed curriculum documents (hours of theory and practice).
- Nurses with a Fachweiterbildung (for example intensive care or anaesthesia): this is post-registration specialty training. The PQR Specialty Nurse route asks for a clinical master's or a postgraduate clinical specialty qualification of at least one year. Whether a Fachweiterbildung is accepted as that is not stated in the PQR; ask before applying under a specialty title.
Because the exemption is applied to the title requested, a mismatch between your qualification and the title can send you back to the exam or to a lower title, and an Assistant Nurse licence pays far less than a Registered Nurse one. Midwives
Midwifery in Germany has moved to degree-level training since 2020, and older midwives trained in vocational schools. The same documentation question applies. The Registered Midwife title needs a midwifery bachelor's, or a nursing bachelor's plus a one-year midwifery certificate, and two years' experience; the PQR also exempts midwives from the listed countries from that experience, on the same conditions as nurses.
German documents, good standing and DataFlow
Every Gulf application asks for the same things from the German side: proof that you are licensed and in good standing, verification of your qualification and employment, and proof of English. The documents are not hard to obtain, but they are in German and arrive from different offices.
Good standing from a state authority
Germany has no single national nursing register, and the PQR requires a good standing certificate (GSC) alongside a valid licence. In practice the certificate comes from the Land authority responsible for your professional licence. BayernPortal, for example, lists a Unbedenklichkeitsbescheinigung for health-profession staff taking up work abroad, with a district government responsible. Other states publish their own procedures. Ask the authority that issued your permission to use your professional title, and check the validity period the regulator requires: the PQR edition hosted on DOH's site sets six months for the GSC.
DataFlow primary source verification
DataFlow contacts your nursing school or university, the state authority and your previous employers directly. DHA's Sheryan FAQ states that a new report takes fifteen working days from payment; DataFlow itself quotes 15 to 25 working days, so budget for the longer figure. German-specific document pitfalls
- Certified translations. MOHAP's published conditions say certificates must be in English or legally translated. Assume the same for every authority and use a sworn translator.
- The Arbeitszeugnis is not an experience letter. A German employer reference is a qualified reference and often does not state hours or full-time status. Ask HR for a separate letter on letterhead with job title, department, dates and weekly hours.
- Several state authorities. If you moved between Länder, tell DataFlow where your licence was issued; the verification goes to that authority.
- Name changes and spelling. Match your name exactly with your passport across all documents.
Experience, specialties and Fachweiterbildung
The experience question is where German nurses most often get stale information. The April 2025 PQR is clearer than many guides, and the exemption can remove the experience requirement for some titles as well as the exam.
What the PQR says
- Registered Nurse and Assistant Nurse need no experience, subject to the gap-of-practice rules.
- Experience-linked titles. Nurses and midwives holding a licence from the listed countries, which include Germany, are exempt from the required experience for titles that carry one (13.1.15), on the same conditions as the exam exemption: qualification within three years or no gap, a valid good standing certificate, completed primary source verification, and English evidence.
- Employers set their own bar. A licence for a title with no experience requirement does not mean a hospital will hire a newly qualified nurse.
ICU, anaesthesia and emergency nurses
The PQR recognises specialty titles including Critical Care Nurse, Anesthesia Nurse, Emergency Nurse, Neonatal Nurse, Mental Health Nurse and Pediatric Critical Care Nurse. A German intensive-care nurse with a Fachweiterbildung Intensivpflege und Anästhesie (the common German post-registration course) faces the question above: whether the authority accepts it as the postgraduate clinical specialty qualification of at least one year. The PQR does not say, so settle it before choosing the title.
Theatre, dialysis and psychiatric nurses
The PQR's specialty list has no separate operating-theatre title. A German OP-Pflege nurse should expect to be licensed as a Registered Nurse, with the hospital assessing theatre competence. A nurse in psychiatry may ask about the Mental Health Nurse title; confirm which qualification evidence is required.
What hospitals look for
- Recent hands-on experience in a high-acuity ward, with verifiable letters.
- BLS (and ACLS, PALS or NLS where your role needs it); the PQR requires at least a valid Basic Life Support certificate for nurses and midwives.
- A transcript that shows the hours of clinical placement, because the PQR uses the transcript to determine your discipline.
- English that works on the ward, not only a test certificate.

Dubai, Abu Dhabi, the Northern Emirates and beyond: the German exemption does not travel
The PQR is shared, so the exemption logic is the same in DHA, DOH, MOHAP and SHA. The differences are the portal, the exam provider and the kind of employer. Outside the UAE, every regulator sets its own rules, and none of the official documents we reviewed gives German nurses a blanket exemption.
Process differences inside the UAE
- DHA (Sheryan): a DHA credentialing fee applies; exams are delivered by Prometric.
- DOH (TAMM): exams are delivered by Pearson VUE. Check that the exemption shows in your TAMM application before you book anything.

German pay versus Gulf pay: reading the numbers honestly
The table above sets TVöD-P monthly basic pay for the public sector next to typical Gulf monthly salaries. A few cautions make the comparison fairer.
What the headline figures leave out
- German figures are gross. Income tax, solidarity surcharge where it applies, and social-insurance contributions come off them. Gulf salaries carry no personal income tax in the UAE, Saudi Arabia, Qatar, Oman, Kuwait or Bahrain.
- Germany adds extras. TVöD-P includes a year-end payment (90% of a monthly salary for groups P5-P8, 85% for P9-P16) and shift and weekend supplements, which are not in the table. Private and church-run employers use their own agreements.
- Gulf packages are not just the salary. Our country data shows accommodation or a housing allowance (AED 3,000-6,000 a month in the UAE where not provided in kind), annual flights, insurance and gratuity commonly added. Compare offers line by line.
- Pay groups are not formal equivalents. A German Pflegefachkraft in P7 is not automatically a Gulf "senior nurse"; employers grade you from your CV and licence title.

A realistic timeline and the mistakes that cost German nurses weeks
We do not promise a total timeline; it depends on how fast your authorities, school and employers respond. What we can set out is the order of work.
A worked example: a German Pflegefachfrau in intensive care applying to Dubai
- Week 0: eligibility check. Licence live, last shift last month so no gap. She trained vocationally and holds a Fachweiterbildung. Decision needed on title (Registered Nurse or Specialty Nurse).
- Week 0-1: book IELTS or OET, and order sworn translations of her certificates.
- Week 1-6: DataFlow for her school, state authority and two employers. DHA quotes 15 working days from payment; DataFlow quotes 15 to 25.

The mistakes we see most
- Forgetting the English evidence. A German licence triggers it.
- Assuming a vocational qualification equals a Registered Nurse degree. The PQR does not say it does.
- Booking the exam before checking the exemption. Every attempt counts against your three-attempt UAE total.
- Treating parental leave as irrelevant. A gap beyond three years removes the exemption.
- Relying on the Arbeitszeugnis. Request proper experience letters with hours.
- Assuming the UAE exemption works in Saudi Arabia or Qatar. It does not.
- Ordering the good standing certificate too early. It can expire before the authority reads it.
