Why German credentials carry weight in the Gulf
Gulf regulators sort the world's qualifications into tiers, and Germany is on the short list of countries whose registration or specialty certificates can replace the licensing exam. The clearest evidence is the Unified Healthcare Professional Qualification Requirements (PQR), the rulebook shared by the UAE's four health regulators: DHA in Dubai, DOH in Abu Dhabi, MOHAP in the Northern Emirates and SHA in Sharjah. Its exam-equivalency chapter names Germany among 20 countries for nurses and midwives, and Germany also appears on the lists for pharmacists, physiotherapists, medical imaging, laboratory and several other allied professions, and on the Tier 1 list for consultant and specialist physicians.
The detail matters, and this is where German applicants differ from, say, UK applicants. Germany's listing for doctors is narrower than it looks: the PQR's Tier 1 entry for a German Facharzt requires the specialist certificate with a job designation as Oberarzt. A Facharzt certificate without that designation is Tier 2, which does not carry the automatic exam exemption. Our German doctors guide works through this. What recognition does and does not mean
- It can remove the exam, and only the exam. The PQR states that the scope of an exemption is limited to the licensure examination and does not apply to any other requirement. Credentialing, experience, primary source verification and the good standing certificate all still apply.
- The title must match. The title on your German certificate or licence must match the title you request in the Gulf (PQR 21.5).
- Recency matters. Exemptions do not apply after a gap in practice of more than three years (PQR 21.4, April 2025 edition).
- Each regulator decides for itself. The PQR lets each UAE authority add equivalency requirements, and Saudi Arabia, Qatar, Bahrain, Oman and Kuwait run their own rules.

The exam-waiver picture for German professionals
The first question German professionals ask is whether they must sit a Prometric or Pearson VUE exam. The honest answer depends on the profession, the regulator and your recent practice. The table sets out what we could verify in the regulators' own documents. Where we could not confirm a rule, we say so.

Reading the UAE column correctly
- "Exempt" is a ruling, not a status. The authority confirms it when it reviews your file. Apply with the exemption evidence attached.
- English evidence is part of the exemption for non-doctors. For nurses, pharmacists and allied professionals the PQR requires IELTS 5.0, OET grade C, TOEFL 500 or Cambridge 169 where your licence is from a non-English-speaking country or your studies were not in English. - The PQR does not print an English requirement in the physician exemption tables. That does not stop an authority, an employer or a later step from asking for English proof.
- The UAE counts exam attempts nationally. If you do have to sit, the PQR allows three attempts in total across DHA, DOH, MOHAP and SHA. The DHA fee is USD 180-280 per attempt depending on the exam (DHA CBT Guideline). Our DHA exam guide and fee breakdown have the detail.
Saudi Arabia, Bahrain, Oman and Kuwait
We could not confirm from an SCFHS, NHRA, OMSB or Kuwait MOH document that a German licence or Facharzt certificate alone exempts you from their exams, so each is marked "depends". Agency websites often claim blanket European exemptions; we do not repeat them without a primary source. How German registration works, and why it complicates the Gulf file
Germany has no single national register for health professionals, and Gulf regulators ask for a certificate of good standing from the body that licensed you. Understanding who that is in your case saves weeks.
Doctors
A doctor's licence to practise is the Approbation, granted by a state authority of the Land where it was issued. Specialist training is regulated by the state medical chambers (Landesärztekammern), which grant the Facharzt recognition certificate. The Bundesärztekammer coordinates the chambers at federal level but does not issue the certificates. In the PQR, the German entry names the certificate of medical specialist issued by the State's Chamber of Physicians (Arztekammer). A good standing document for doctors working abroad is issued by the competent state body; BayernPortal, for example, lists a Unbedenklichkeitsbescheinigung for physicians and for health professions.
Nurses and midwives
Nursing is regulated by the Länder under the Pflegeberufegesetz. The permission to use the title Pflegefachfrau or Pflegefachmann is issued by a state authority, and which authority depends on the Land (Berlin's LAGeSo, Bavaria's Landesamt für Pflege and regional offices elsewhere). Because there is no single national register, your good standing document comes from the Land authority that issued your permission, or from the one now responsible for your file.
Other professions
- Pharmacists hold an Approbation as Apotheker from a state authority; the Landesapothekerkammer is the professional chamber.
- Dentists hold an Approbation as Zahnarzt, with Landeszahnärztekammern running the profession.
- Allied professions such as physiotherapy and radiography are licensed by the Land authorities, which grant the permission to use the protected title.
Practical consequences
- Your certificate may come from a different Land than the one you work in now, so check which authority issued your licence.
- German certificates and references are in German. Plan for certified English translations; MOHAP's published conditions say certificates must be in English or legally translated, and other authorities may ask the same.
- German references (Arbeitszeugnis) often omit hours and exact role detail that Gulf regulators want. Ask HR for a separate experience letter. See DataFlow verification and our DataFlow guide.

UAE, Saudi Arabia or Qatar: which suits a German professional
German applicants usually shortlist the same three countries. They differ less in headline pay than in how the licence works and what life is like for a family.

How we would think about it
- Choose the UAE if you want the clearest published exemption route and a large private sector. Cleveland Clinic Abu Dhabi and King's College Hospital Dubai are two employers with international teams.
- Choose Saudi Arabia if a large academic centre such as King Faisal Specialist Hospital is the draw. Plan for a classification-driven process.
- Choose Qatar for Sidra Medicine or Hamad Medical Corporation, but note that most German professionals sit the exam there.

Gulf pay against German public-sector pay, and what tax-free means
German pay is set by collective agreements in public hospitals: the TVöD-P for nursing and the TV-Ärzte for doctors (VKA for municipal hospitals, TdL for most university hospitals). The figures below are monthly gross full-time basic pay from the published tables and exclude shift supplements, on-call pay and allowances. Gulf figures are the ranges on our country pages.

AED, SAR and QAR are pegged to the US dollar, so convert at the day's euro-dollar rate and use the salary calculator for a role-specific range. Grades are not formal equivalents: a Gulf title follows your licence and employer's grading, not your German pay group.
What changes besides the headline figure
- Tax and social contributions. The UAE, Saudi Arabia and Qatar levy no personal income tax on employment income, and German employees also pay social insurance contributions. Whether you leave German tax residence depends on your home and ties; see the next section.
- German extras. German public-sector contracts add the Jahressonderzahlung (a year-end payment, 90% of monthly pay for TVöD-P groups P5-P8 and 85% for P9-P16), shift and on-call supplements and employer pension contributions. Gulf packages commonly add housing, flights and gratuity instead.
- Housing. Our country data shows accommodation or allowances such as AED 3,000-6,000 a month for nurses and AED 8,000-15,000 for doctors in the UAE. Ask whether they are inside or on top of the quoted salary.

Tax, social security, family and visas
Leaving a German hospital is also an administrative event. None of this is tax advice; for a six-figure package get a Steuerberater to check your position.
German tax residence and registration
German tax liability follows your home and habitual residence, so keeping a flat available to you can keep you taxable in Germany. When you give up your German home you also have to deregister (Abmeldung) with the local registration office. Check both before you resign, and ask your adviser whether any tax treaty applies to your position.
Pension and insurance
- Doctors are usually members of their chamber's Versorgungswerk. Ask yours how membership and contributions are treated if you work abroad.
- Nurses in the statutory pension system and public-sector supplementary pensions should ask the pension provider what happens to contributions and entitlements.
- Health insurance. Ask your insurer what happens to cover and dependants when you leave. We do not advise on this.
Keeping your German licence
Your Approbation or permission to use your title is a lasting licence in Germany, but your Facharzt certificate and any current Oberarzt designation are evidence you will need. Request your good standing certificate close to your application, because it is typically valid for a limited period. The PQR edition hosted on DOH's site sets six months for the good standing certificate.
Visas and family
Your employer normally sponsors your residence visa once your licence is in place, and employed professionals can generally sponsor a spouse and children, with salary thresholds set by each country. Dependant insurance and school fees are the items to negotiate. German curriculum schools exist in some Gulf cities, but verify availability for your city. A realistic timeline from German notice to Gulf licence
No regulator guarantees a licence date, and timelines move with DataFlow turnaround, employer sponsorship, your exemption ruling and the time German authorities take to issue documents. What we can give you is the order of work that avoids the usual delays.
- Before you resign: check eligibility. Confirm your title, your exemption position, your English evidence and any practice gap. Our free eligibility assessment does this against each regulator.
- Book English evidence early if you need it. IELTS, OET, TOEFL or Cambridge results take time and are needed for nurses and allied staff.
- Start DataFlow early. Verification contacts your university, your German authority and past employers. The DataFlow cost calculator estimates fees.
- Get certified translations of German certificates and request experience letters in a form that states role, dates and hours.
- Order your good standing certificate so it is still valid when the Gulf regulator reviews it.

- Secure the job offer and licence, then serve your German notice period, which can run alongside the licence process.
