Fragmented Regulatory System
Unlike most countries with a single national licensing body, the UAE operates five distinct healthcare regulatory authorities. Each authority has its own application process, exam requirements, recognized institutions list, and fee structure. A license from one authority does not automatically permit practice under another.
Common Requirements
All UAE authorities require Dataflow Primary Source Verification (PSV) and a Prometric computer-based examination. However, each authority administers its own version of the Prometric exam — passing the DHA exam does not satisfy DOH requirements, and vice versa.

Key Requirements for UAE Healthcare Licensing
Dataflow PSV
Primary Source Verification through Dataflow Group is mandatory for all UAE authorities. This process verifies your educational qualifications, professional experience, and credentials directly with issuing institutions. Typically takes 4-8 weeks.
Prometric Examination
Each UAE authority requires its own Prometric computer-based test. Exams are authority-specific and not interchangeable. Available at Prometric centers worldwide. Some exemptions exist for holders of recognized international board certifications.
Recognized Qualifications
Your primary degree must be from an institution recognized by the relevant authority. Each authority maintains its own list of recognized universities, which are periodically updated. Postgraduate qualifications are required for specialist and consultant categories.
Good Standing Certificate
A certificate of good standing from your most recent country of practice is required. This confirms your professional registration status, absence of disciplinary actions, and fitness to practice.
Clinical Experience
A minimum of 2 years post-qualification clinical experience is typically required. Specialist and consultant categories demand additional years and specific training. Verifiable employment history is essential.
CME / CPD Requirements
UAE licenses must be renewed (typically every 2 years) with documented Continuing Medical Education or Continuing Professional Development hours. Requirements have become stricter across all authorities in recent years.
