UK Nurse Moving to Dubai and the Gulf: Licence Guide

If you are a UK-registered nurse or midwife searching for how to move to Dubai, Abu Dhabi or elsewhere in the Gulf, the good news is specific: under the UAE's Unified PQR, NMC-registered nurses and midwives with a valid good standing certificate and no long practice gap are exempt from the licensing exam. This guide explains exactly what that means, what you still have to do, how Saudi Arabia, Qatar and the rest differ, and how NHS pay compares. In short

UK-registered nurses and midwives are exempt from the DHA, DOH and MOHAP licensing exam under the Unified PQR if they hold a valid NMC registration and good standing certificate, and either qualified within the last three years or have no gap in practice since their last job. You still need DataFlow primary source verification, an NMC certificate of current professional status, and the standard application, and the exemption does not carry over to Saudi Arabia, Qatar, Oman, Kuwait or Bahrain, where UK nurses normally sit the local exam. The UAE needs no experience for the Registered Nurse title, and UK nurses and midwives are also exempt from the experience requirement for titles that carry one.

The licensing process, step by step

  1. 1

    Check your eligibility and practice gap

    Confirm your NMC registration is live and your last clinical shift is within three years. Then check your degree is a bachelor's of at least three years and decide which title fits: Registered Nurse, Specialty Nurse or Registered Midwife.

  2. 2

    Open your Sheryan (Dubai) or TAMM (Abu Dhabi) file

    Create the account with your name exactly as on your passport, choose your title and upload your qualification, registration and employment evidence together with proof of your UK licence.

  3. 3

    Start DataFlow verification

    Pay the DataFlow fee for your regulator and submit consent so DataFlow can contact your university, the NMC and your employers. DHA's FAQ quotes 15 working days from payment for a new report; DataFlow itself says 15 to 25.

  4. 4

    Request your NMC certificate of current professional status

    Ask for it in MyNMC once your application reference exists. It usually arrives within 24 hours of the references and is valid for three months, so time it for when the authority will review the file.

  5. 5

    Claim the exam exemption and clear the file

    Upload exemption evidence in line with the PQR (UK licence, good standing, no gap or recent qualification). If the authority confirms exemption you do not book an exam; if it does not, you book the exam for your title.

  6. 6

    Get the licence activated through your employer

    Once the authority issues your licence, an employer activates it. Complete any medical fitness requirement the authority sets.

Documents you need from the UK

  • Valid passport and a passport-style photograph
  • NMC certificate of current professional status (good standing), issued within the last 3 months
  • Proof of NMC registration (PIN and registration dates)
  • Nursing or midwifery degree certificate and full academic transcript (transcript is used to determine your discipline)
  • Post-registration certificates, such as critical care, mental health, neonatal or independent prescribing, if applying under a specialty title
  • Employer experience letters covering your recent employment, showing job title, dates and hours
  • CV showing no unexplained gap in clinical practice, with explanation for any break
  • Valid Basic Life Support certificate (plus ACLS, PALS or NLS where your role needs it)
  • Evidence of exam exemption: your UK licence and good standing certificate, as the PQR specifies
  • English language evidence only if you did not study in English or your licence is from a non-English-speaking country
  • DataFlow consent and portal reference number
  • Declaration of any previous UAE exam attempts, if you have sat one

Pay: UK vs the Gulf

NHS figures are 2025-26 Agenda for Change England basic pay, gross before tax, National Insurance and pension, divided by 12 (NHS Employers). Gulf figures are monthly ranges from our country data. Gulf pay carries no personal income tax. UAE packages commonly add housing or a housing allowance (AED 3,000-6,000 a month where not provided), annual flights, medical insurance and end-of-service gratuity; Saudi, Qatar, Oman, Kuwait and Bahrain packages commonly add housing, flights and gratuity. The UAE nursing exam exemption for UK nurses, in detail

The rule that matters most to a UK nurse sits in the Exam Equivalency chapter of the Unified Healthcare Professional Qualification Requirements (PQR), the rulebook shared by DHA, DOH, MOHAP and SHA. Its table for "Nurses and Midwives" exempts applicants who hold a valid licence and good standing certificate issued by one of a list of countries, and the United Kingdom is on that list. That is the primary-source basis for the claim that UK nurses and midwives skip the Prometric or Pearson VUE licensing exam in the UAE. It is not a blanket pass, though. The conditions below are where applications actually stall.

The conditions attached to the exemption

  • Valid licence and good standing. Your NMC registration must be live, and the good standing certificate must show no restriction on your practice. The PQR requires the certificate to be valid and not older than six months when you apply.
  • Recent qualification or no practice gap. The April 2025 PQR says the qualification must have been obtained within the recent three years, or there must be no gap of practice since your last day of employment. Older PQR editions used two years, so check which edition a recruiter is quoting.
  • Primary source verification. Your degree, registration and employment history still go through DataFlow. The exemption covers the exam only; the PQR says so twice.
  • English language evidence only in some cases. IELTS, OET, TOEFL or Cambridge evidence is required if you did not study in English or your licence comes from a non-English-speaking country. A UK-educated nurse normally falls outside that trigger.
  • Title must match. The exemption applies to the title you request. A Registered Nurse exemption does not carry across to a different title.
  • Attempt history. The PQR allows exemption provided you have not exceeded the permitted attempts for the same title across the UAE authorities, so declare any earlier UAE exam failure honestly.

What happens if you have been out of practice

The exemption does not survive a long gap. The PQR states that exam exemption criteria do not apply once your gap of practice exceeds three years. For nurses the PQR sets these requirements before a licence can be issued:

Career breaks, maternity leave, agency-only years and time spent in non-clinical roles all raise the same question: does the authority count it as a gap? The PQR defines a gap as a discontinuation of clinical practice, and part-time work counts towards experience only at a minimum of 400 hours a year. If your recent history is patchy, a short free eligibility assessment before you book anything will tell you which side of the line you are on.

If you are not exempt

DHA publishes the Registered Nurse exam in its September 2026 CBT guideline: 150 multiple-choice questions in 3 hours, a 50% pass mark and a USD 240 fee. You can sit it at a Prometric centre in the UK. The three-attempt limit is shared across DHA, DOH, MOHAP and SHA. Our DHA exam page and free mock tests cover the format if you need them. For most UK nurses in continuous practice, though, the first job is proving the exemption, not preparing for the exam.

Your NMC good standing letter and DataFlow: how the two fit together

Every Gulf application you make will ask for the same two things from the UK side: proof from the NMC that you are registered and clear to practise, and independent verification of your degree and employment. They run in parallel, but the order matters.

The NMC certificate of current professional status

The NMC calls its good standing document a certificate of current professional status (CCPS), also described as a letter of good standing or validation of registration. You request it from your MyNMC account under My Registration. You tell the NMC which country you are applying to, the name and address of the licensing authority and, if you have one, your overseas application reference number. According to the NMC, the certificate is usually issued within 24 hours of the references being received and is delivered to your MyNMC account and to the authority by email through a secure portal. It confirms your name, PIN, registration dates, qualification details and whether there is a fitness to practise sanction, undertaking or warning against you.

Two practical points follow from the NMC's own wording:

  • It is valid for three months only. Do not request it until your Sheryan or TAMM file is open and you know the reference number. A certificate requested too early can expire before the authority reads it.
  • The NMC does not issue paper certificates or complete third-party forms. Anything an employer or agency tells you to get "stamped" by the NMC is not how the process works.

DataFlow primary source verification

DataFlow contacts your university, the NMC and your previous employers directly. It does not need apostilled copies; clear scans are enough. The Dubai Health Authority's own Sheryan FAQ states that a new report takes fifteen working days from payment, that an existing report can be transferred in five working days, and that PSV reports have no validity period. DataFlow itself quotes 15 to 25 working days for a standard new verification, so budget for the longer figure.

A sensible sequence

  1. Confirm your NMC registration is current and your last practice date is within the three-year window.
  2. Open your DHA Sheryan or DOH TAMM file, which gives you the reference numbers the NMC form asks for.
  3. Start DataFlow as early as possible, because it is the slowest step.
  4. Request the CCPS once DataFlow is under way, so it is fresh when the authority reviews your file.
  5. Upload your exemption evidence alongside the rest of the application.

Experience rules: what each UAE title asks of a UK nurse

The experience question is where UK nurses most often get stale information, because many online guides still quote an old two-year rule. The April 2025 PQR is clearer. Which title you apply for decides how much experience you need, and the UK exemption can remove experience requirements for some titles as well as the exam.

How the UK exemption interacts with experience

The PQR adds that nurses and midwives holding a licence from the listed countries, including the UK, are exempt from the required experience for titles that do carry an experience requirement. The same conditions apply: qualification within three years or no practice gap, a valid good standing certificate, completed primary source verification, and language evidence where the trigger applies. On that wording a UK nurse applying as a specialty nurse or a UK midwife applying as a Registered Midwife is not held to the two-year or one-year minimum. Authorities may add their own requirements, so treat this as the published rule rather than a guarantee, and confirm with the regulator your file will go to.

Qualification points UK nurses should check

  • Degree length and level. The PQR requires the Registered Nurse bachelor's to be at least three years of full-time study. Older UK Diploma of Higher Education nurses and nurses who trained via different routes should have their transcript reviewed before applying.
  • Distance learning. Qualifications gained by correspondence or distance learning are not counted towards the PQR.
  • Your transcript decides your discipline. The PQR says the academic transcript is submitted so the discipline can be determined. A UK adult, children's, mental health or learning disability field can shape the scope on your licence.
  • Nursing associates. The NMC register includes nursing associates, who are a different role from registered nurses. We have not found the PQR treating the UK nursing associate qualification as a Registered Nurse equivalent, so do not assume it qualifies for the Registered Nurse title.
  • Basic Life Support. A valid BLS certificate is a PQR requirement for nurses and midwives.

Employers set their own bar above the regulator's. A licence for a title with no PQR experience requirement does not mean every hospital will hire a newly qualified nurse, so your CV still has to match the ward. For the market side of this, see our complete UAE nursing licence guide.

ICU, theatres, mental health, neonatal and midwifery: where the rules differ

The licensing route is the same for every UK nurse, but your specialty changes which title you apply for, how your experience is read and what hospitals look for.

Intensive care, emergency and neonatal nurses

The PQR's list of recognised specialty nursing titles includes Critical Care Nurse, Emergency Nurse, Neonatal Nurse, Neonatology Critical Care Nurse and Pediatric Critical Care Nurse. Applying under a specialty title needs a clinical master's or postgraduate specialty qualification of at least a year plus a year of experience, or a specialty bachelor's plus two years. Many UK ICU nurses hold a post-registration critical care course rather than a master's, so whether it meets the "minimum one year course duration" and clinical-content test is exactly the kind of question to settle before you choose a title. Hospitals also grant their own clinical privileges, which are separate from your licence title.

Theatre and perioperative nurses

The PQR's recognised specialty list contains an Anesthesia Nurse title but no separate operating-theatre or perioperative title. We have not found a published rule that maps a UK theatre scrub or recovery nurse onto a specific specialty title, so we would not promise one. In practice, expect to be licensed as a Registered Nurse and for your theatre background to be assessed by the employing hospital. Anaesthetic practitioners with a relevant postgraduate qualification should ask about the Anesthesia Nurse title specifically.

Mental health nurses

Mental Health Nurse is a listed PQR specialty title. A UK registered mental health nurse is assessed on the transcript and the field of the NMC registration, and the exemption should be available on the same terms as for adult nurses. Midwives

Midwives have the largest experience gap between the paper rule and the UK reality. The PQR asks for two years of post-qualification midwifery experience in a maternity hospital or related setting, but its UK exemption wording covers "Nurses and Midwives" alike, so a UK registered midwife is exempt from both the experience requirement and the exam on the same conditions as a nurse. DHA lists a Registered Midwife exam (code MID5104) with the same format and 50% pass mark as the Registered Nurse exam, which applies if you fall outside the exemption.

  • Request your CCPS under the midwife entry on the NMC register; if you hold dual registration, ask the authority which title it is assessing.
  • Your labour ward or community midwifery experience must be in verifiable employer letters, because DataFlow checks employment as well as qualification.
  • Qatar publishes separate cut scores for Registered General Nurse and Registered Midwife and does not exempt UK registration, as the country section below explains.

Dubai (DHA) or Abu Dhabi (DOH): what changes for a UK nurse

The PQR is shared, so the exemption logic is the same in both emirates. The differences are in the portal, the exam provider you would use if you were not exempt, and the kind of employer you will meet.

Process differences

  • Portal. DHA licences go through Sheryan, with a DHA credentialing fee of AED 200 for every category. DOH applications go through TAMM, and the exam booking link only appears once DOH has approved you for it.
  • Exam provider if you are not exempt. DHA exams are delivered by Prometric; DOH exams by Pearson VUE. DOH does not publish pass marks and reports results as pass or fail only, whereas DHA's CBT guideline publishes a 50% pass mark for the Registered Nurse exam.
  • Medical fitness. DOH's Healthcare Professionals Manual sets a personal medical requirement for all professionals, to be carried out by a physician appointed or approved by DOH.
  • Licence activation. In practice an employer activates your licence once the authority issues it, so licence and job offer move together. We cannot promise a job; we make sure your file is ready when one arrives.
  • Switching later. The PQR lets professionals licensed by one authority transfer their title, and the licence must not have expired more than six months before applying. See our DHA to DOH transfer guide.

Where UK nurses tend to work

Dubai has a large private and semi-government mix, including Rashid Hospital, King's College Hospital Dubai and Mediclinic City Hospital. Abu Dhabi is dominated by the government-linked hospital groups and large tertiary centres such as Cleveland Clinic Abu Dhabi, Sheikh Shakhbout Medical City and Sheikh Khalifa Medical City. The Northern Emirates

If a job is in Ajman, Umm Al Quwain, Ras Al Khaimah or Fujairah, the regulator is MOHAP. MOHAP uses the same PQR and charges AED 400 for the nurse and midwife evaluation. It first checks your qualifications and experience, then moves you to a test or to exemption if your exemption documents are attached. Its published conditions include no gap in practice of more than three years and certificates in English or legally translated. Sharjah has its own regulator, SHA, which also adopts the PQR.

The PQR exemption is a UAE rule. Every other Gulf regulator sets its own exam rules, and none of the official documents we reviewed gives UK nurses a blanket exemption. Plan accordingly if you are comparing countries.

Saudi Arabia in more detail

SCFHS classifies you through Mumaris+, with DataFlow verification feeding in. Its classification requirements ask for a professional experience letter and say experience must not be below one year for non-Saudis, apart from graduates of Saudi universities. That is a published rule for the classification process, but the title and grade you are given depend on the classification outcome, so ask what the experience letter must show. Qatar in more detail

Qatar's circular says no exam will be accepted without a verification report after 1 January 2026, and an exempting exam must be valid. DHP's policy also says a licensed practitioner who left Qatar within five years and whose licence can be restored does not re-sit. NHS pay versus Gulf pay: reading the numbers honestly

The table above sets NHS Agenda for Change gross pay for 2025-26 next to typical Gulf monthly salaries. A few cautions make the comparison fairer.

What the headline figures leave out

  • NHS figures are gross. Income tax, National Insurance and pension contributions come off them, while Gulf salaries carry no personal income tax in the UAE, Saudi Arabia, Qatar, Oman, Kuwait or Bahrain.
  • Gulf packages are not just the salary. Our country data shows accommodation or a housing allowance, annual return flights, medical insurance and end-of-service gratuity commonly added, with UAE housing allowances typically in the range of AED 3,000 to 6,000 a month where not provided in kind. The exact mix differs by employer, so compare offers line by line.
  • NHS extras do not travel. Unsocial hours enhancements, High Cost Area Supplement, bank shifts and NHS pension accrual have no direct Gulf equivalent in the same form.
  • Exchange rates move. Convert each offer at the rate on the day, and ask whether the contract currency is the local one.
  • Bands are not formal equivalents. A Band 6 sister is not automatically a Gulf "senior nurse"; employers grade you from your CV.

Tax, pension and registration

Before you leave, check how the UK treats your residency after you move, including HMRC's Statutory Residence Test, and what happens to your NHS pension. Both depend on personal facts. Check also how the NMC handles registration and revalidation while you practise overseas; keeping your registration current keeps your return route open and also supports a future licence transfer. The honest summary is that the Gulf rewards experienced and specialist nurses most, and a Band 5 nurse should compare the whole package rather than the monthly figure. A realistic timeline and the mistakes that cost UK nurses weeks

We do not promise a total timeline, because it depends on how fast your NMC, university and employers respond and how quickly an employer moves. What we can set out is the order, and the published turnaround for each step.

A worked example: a UK Band 6 ICU nurse applying to Dubai

  1. Week 0: eligibility check. Registration is live, last shift was last month, so no gap. She holds a BSc and a post-registration critical care course.
  2. Week 0-1: Sheryan account opened, title chosen (Registered Nurse, or Specialty Nurse if her course qualifies), documents scanned.
  3. Week 1-5: DataFlow verification for degree, NMC registration and two employers. DHA's FAQ quotes 15 working days from payment; DataFlow quotes 15 to 25.
  4. Week 4-5: NMC CCPS requested once DataFlow is under way, so it is within its three-month validity.
  5. After the file clears: exemption recognised, no exam booked. An employer activates the licence.

This is an illustration of sequence, not a quote of how long your application will take.

The mistakes we see most

  • Booking the exam before checking the exemption. DOH exam fees are non-refundable, and any attempt counts against your three-attempt UAE total.
  • Requesting the CCPS too early. It lapses after three months.
  • Treating a practice gap as irrelevant. A gap beyond three years removes the exemption, and a long one can block licensing altogether.
  • Quoting an old PQR edition. The window was two years in older editions and is three years in April 2025; check the file your regulator is using.
  • Weak employment evidence. NHS trusts, bank staff and agency employers can be slow to confirm dates. Ask your HR team early.
  • Assuming the UAE exemption works in Saudi Arabia or Qatar. It does not.
  • Paying for DataFlow twice. If you want to apply in more than one authority, ask about transferring the report.

Frequently asked questions

Do UK nurses need to take the DHA exam to work in Dubai?
Not if they meet the Unified PQR conditions. The PQR's exam equivalency table exempts nurses and midwives holding a valid UK licence and good standing certificate, provided the qualification was obtained within three years or there is no gap of practice since their last employment. You still need DataFlow verification, and the exemption is applied for through your Sheryan file.
Do I need to sit the DOH nursing exam for Abu Dhabi as a UK nurse?
DOH adopts the same Unified PQR, so the same exemption logic applies for UK nurses and midwives. DOH's own manual also lets it exempt categories of professionals from the exam. Confirm that your TAMM file shows the exemption before you pay for or book a Pearson VUE slot.
What is the NMC good standing letter and how long is it valid?
It is the NMC's certificate of current professional status. You request it in MyNMC, and it is usually issued within 24 hours of the NMC receiving the references. It confirms your registration and any fitness to practise sanction, and it is valid for three months from issue, so request it close to when the authority will use it.
Do I still need DataFlow if I am exempt from the exam?
Yes. The PQR says an exam exemption is limited to the exam and does not remove credentialing, experience or primary source verification. DataFlow checks your degree, your NMC registration and your employment history with the issuers directly.
How much experience does a UK nurse need for a Dubai licence?
The PQR sets no experience requirement for the Registered Nurse title, subject to gap-of-practice rules. Specialty nurse and midwife titles carry one to two years, but the PQR also exempts nurses and midwives from listed countries including the UK from that experience, on the same conditions as the exam exemption. Employers may still ask for specific experience.
I took a career break. Can I still get the exemption?
Only if the break is short enough. The PQR says exam exemption does not apply once a gap in practice exceeds three years. For nurses, a gap of 3 to under 4 years brings a requirement of 40 CME/CPD credits and 6 months of training, and non-UAE nationals generally cannot apply after more than five years.
Are UK nurses exempt from the exam in Saudi Arabia or Qatar?
We found no published UK nurse exemption at either. Qatar's circular DHP/2025/19 names NCLEX-RN as the only nursing exam that exempts, and SCFHS's SNLE guide mentions no exemption. Plan to sit the exam unless the regulator confirms otherwise in writing.
Do UK midwives have to sit an exam in the UAE?
The PQR's UK exemption table covers nurses and midwives together, so a UK registered midwife with a valid licence, good standing and no long gap is exempt on the same terms. It also exempts them from the two-year maternity experience requirement for the Registered Midwife title. If you fall outside the exemption, DHA lists a Registered Midwife exam with a 50% pass mark.
How does Gulf nursing pay compare with an NHS Band 5, 6 or 7?
Our country data puts UAE entry-level nurses at AED 5,500-8,000 a month, mid-level at AED 9,000-14,000 and senior at AED 15,000-25,000, tax-free, against NHS 2025-26 gross pay of GBP 31,049-37,796 for Band 5. Housing, flights and insurance are commonly added, but packages vary, so compare whole offers rather than basic pay.
Can I keep my NMC registration while working in the Gulf?
You can stay on the NMC register if you meet its renewal and revalidation requirements, and the NMC's rules on overseas practice and hours decide how that works for you. Keeping the registration live also keeps your return route open and supports good standing for future applications. Check the current NMC guidance before you rely on it.
