Phlebotomist Licence in the UAE and Saudi Arabia: The Quick Answer
Candidates search for "DHA phlebotomist exam questions", "phlebotomist licence in UAE" and "Kuwait MOH phlebotomist questions", and they often expect one exam. There is not one. The route depends on the country, and in the UAE it is a different type of assessment from Saudi Arabia.

So "the DHA phlebotomist exam" does not exist as a multiple-choice paper. DHA's guideline says specialties not listed in its CBT guideline "will be assessed through an oral assessment", and Phlebotomist is not listed. That is a rule-based reading, not a phlebotomy-specific DHA statement. The only phlebotomy computer-based exam we could verify in the Gulf is Saudi Arabia's.

UAE: The Phlebotomist Title and the DHA Oral
The Unified Healthcare Professional Qualification Requirements (PQR), 3rd edition, April 2025, are shared by MOHAP, DOH, DHA and SHA. Section 18.22 sets the eligibility for Phlebotomist:
- Completion of a phlebotomy programme of six months or longer, or a certified phlebotomy programme, and
- one year of experience as a phlebotomist.
How DHA assesses it
Because DHA has no computer-based exam for Phlebotomist, the oral route applies. Under PQR section 1.5.3.2 and DHA's assessment manual, an oral covers at least five scenarios or questions, in English, with no translator. You have up to three attempts across all UAE authorities, plus one final attempt at a different authority. UAE nationals are exempt from authority exams.
We found no published oral-assessment fee or per-title syllabus for phlebotomists, so we quote none. Expect scenario questions in the areas the Saudi blueprint highlights, below, because the practical content is the same. That is our preparation advice, not a DHA syllabus.
DOH and MOHAP

Could you be exempt?
PQR section 21.23 allows candidates with a valid licence and Good Standing Certificate from one of 20 listed countries (including Australia, Canada, the UK, the US, Ireland, New Zealand, Singapore and South Africa) to skip the licensure exam for "other allied healthcare" titles if the qualification is recent or there is no practice gap. We have not confirmed that Phlebotomist is treated under that clause in practice, so ask the authority. Candidates from India, the Philippines, Pakistan and Egypt should plan for the assessment.

Saudi Arabia: The SCFHS Phlebotomy Technician Exam
SCFHS lists a Phlebotomy Technician classification exam among its 99 computer-based exams. The 2026 blueprint is dated September 2026.

The blueprint lists these sections, with weights that add up to 100:

Adult and paediatric collection together account for 40% of the blueprint, so revise venepuncture technique, site selection, order of draw, tube additives, capillary and heel-stick collection, and patient identification before anything else. Complications, such as haematoma, fainting and nerve injury, are the next largest block at 12.
How booking works
You apply through SCFHS, receive a scheduling permit and book with Prometric. SCFHS says scheduling may not open more than three months ahead, you can sit once per testing window and up to four times a year, and a no-show or arriving more than 30 minutes late counts as an attempt unless SCFHS accepts your reason. Why the Searches Mislead: NHA, ASCP and Other Exams
Search results for "phlebotomy exam" are mostly American. The National Healthcareer Association (NHA) and other US bodies run certification exams used for jobs in the United States. They are not DHA, DOH, MOHAP or SCFHS exams, and passing one does not give you a Gulf licence. Some job ads in the Gulf ask for a US certificate, but the regulator's route still applies.
Similarly, "phlebotomy MOH questions and answers" and "Kuwait MOH phlebotomist questions" searches suggest candidates want Kuwait material. Our research did not cover the Kuwait MOH route for phlebotomists, so we make no claims about it. A Study Plan Built on the Blueprint
The SCFHS blueprint tells you where marks sit, so allocate study time in proportion. This is our suggested plan, not an SCFHS requirement. For a three-week plan:
- Week 1: collection techniques (40% of the blueprint). Adult and geriatric venepuncture, paediatric and neonatal collection, site selection, needle gauges, order of draw, tube additives, tourniquet time and patient identification.
- Week 2: complications and safety (22%). Haematoma, syncope, nerve injury, arterial puncture, needle-stick response, personal protective equipment, waste disposal and specimen labelling errors.
- Week 3: the rest (38%). Anatomy of the venous system, microbiology and infection control, special collections such as blood cultures and timed tests, donor collection, and ethics including consent and confidentiality.
Because the blueprint names a single reference, the SCFHS Phlebotomy Student Manual, use it as your primary text and treat generic American textbooks as secondary. Do at least two full 150-question papers in 3 hours before the exam to check your pacing. At a 55% pass mark, you need about 83 correct answers out of 150, so a steady pace matters more than a perfect score on the hardest items.
Common reasons for delay
- Experience letters that do not state dates and duties, which matters for the UAE one-year requirement.
- Training certificates with no hours or programme length, which makes the six-month test hard to prove.
- Name differences between passport, certificate and registration. Use our rejection mistakes guide to avoid them.
- Booking the SCFHS exam outside the permit window or leaving attempts to the end of the year.
Jobs and Salary
People search "phlebotomist jobs in Dubai for freshers", "phlebotomist salary in Dubai per month" and "phlebotomist jobs in Saudi Arabia". Search volume exists, but we found no verified pay figure, so we do not quote one.
A LinkedIn guest search on 10 October 2026 found few title-matched postings: 1 of 30 scanned in the UAE and 1 of 35 in Saudi Arabia, including a clinic posting in Dubai Festival City. That count is indicative only. Gulf allied hiring mostly runs through Bayt, Naukrigulf, Dubizzle and agencies, which our check could not scan. We read it as: demand is steady but not visible on LinkedIn, so use several job boards.
Employer questions worth asking:
- Which authority will license you (DHA, DOH, MOHAP or SCFHS) and which assessment applies?
- Who pays for DataFlow, the exam and the licence?
- Does the role include home sample collection, which may need extra facility arrangements?

Your Step-by-Step Plan
- Pick the country and authority. Saudi Arabia means the SCFHS exam. UAE means an oral at DHA, with the mode unpublished at DOH and MOHAP.
- Check qualification. For the UAE: a programme of 6 months or longer (or a certified programme) plus 1 year of experience.
- Collect documents and begin DataFlow.
- Apply through Sheryan (DHA), TAMM (DOH), MOHAP's portal or SCFHS's Mumaris+.
