The Abu Dhabi DCD Certification Exams: The Quick Answer
Abu Dhabi's Department of Community Development (DCD) does run a standard exam for social care professionals. It is a computer-based certification exam delivered by Prometric. DCD's Professional Certification Exams public guide (2022) sets out the format:
- 100 four-option multiple-choice questions in 120 minutes, mixing "Knowledge" and "Scenario" items.
- Results are pass or fail with a domain performance report.
- Separate papers cover Social Work, General Counseling, five psychology specialisations and Psychotherapy.
- Registration runs through TAMM, DataFlow primary source verification, an eligibility ID and then booking at Prometric.com/ADDCD.
This matters because older advice, including some web pages and our own earlier overview of DCD licensing, said Abu Dhabi has no fixed exam. The 2022 guide and DCD's August 2022 announcement of its partnership with Prometric show that a certification exam exists. We read the guide in full, but it is four years old and the Prometric ADDCD page did not load for our automated check, so confirm the current papers, fees and pass mark on the Prometric page before you book.

Who Sits the DCD Exams?
DCD licenses non-clinical social care professionals in Abu Dhabi. Clinical mental health roles, such as psychiatrists and clinical psychologists working in healthcare facilities, are licensed by the Department of Health (DOH) instead. The exam papers in DCD's guide correspond to these groups:

The guide groups counsellor titles into one General Counseling paper. Our earlier DCD licence overview describes eight counselling specialisations, including Psychological and Career counsellors. Counts differ between sources, so check which specialisation your application is filed under.
What we cannot tell you
- Whether your particular application requires the exam. The guide describes the exams, but exemptions and transition arrangements are not set out in the material we read. Your TAMM application and DCD's reply confirm what you must sit.
- ABA. The 2022 guide has no Applied Behaviour Analysis exam, and ABA is handled by credential review, so check the current Prometric page for new papers. Our DHA vs CDA mental health guide explains the Dubai side.
- Dubai. The Community Development Authority (CDA) licenses psychologists, social workers and social counsellors in Dubai. We found no published CDA exam, the route is credential review plus an oath, and this guide's exam applies to Abu Dhabi only. See the CDA licence guide.
Exam Format, Domains and Reading Lists
Structure
- Every paper is 100 four-option multiple-choice questions in 120 minutes.
- Questions mix "Knowledge" items (recall) and "Scenario" items (applying knowledge to a case).
- The psychology papers combine 80 general psychology questions with 20 questions on the specialisation.
- The result is pass or fail, and you receive a domain performance report. The pass mark is not stated in the material we read, so check the current guide.
Domains
DCD publishes domain-level item counts. In General Counseling, for example, Professional Knowledge accounts for 19 items and Communication for 15. Other domains for each paper are listed in the guide, which we recommend downloading and mapping against your revision.
Reading lists
Each paper has a recommended reading list. Examples named in the guide include Ivey's Intentional Interviewing, Gehart and Gladding for the counselling paper. Use the actual list for your paper rather than a general textbook, and check the edition the guide names.
Scenario questions
Scenario items test judgement: what to do first, which response is most appropriate, how to apply ethical codes and confidentiality limits. These reward practice with timed case questions more than memorising definitions. A free timed mock test is a good first check of pacing: 100 questions in 120 minutes gives about 72 seconds per question.
How to Register and Book: TAMM, DataFlow and Prometric
DCD's guide sets the registration order:
- Apply in TAMM (the Abu Dhabi government services platform) for your DCD professional licence.
- Complete DataFlow primary source verification of your degree, any licence or registration and experience. See our DataFlow guide, or let our DataFlow verification service handle it.
- Receive your eligibility ID once DCD approves you to sit the exam.
- Book your seat at Prometric.com/ADDCD, choosing a centre and date.
- Sit the exam and receive the pass or fail result with a domain report.
The general rule across the Gulf is the same: the regulator makes you eligible first, then you book the test provider. Our exam booking guide covers the pattern for other regulators, although DCD is not included in it.
Fees
We did not find a current fee for the DCD exam. The Prometric ADDCD page returned an access error to our automated check. The DataFlow fee for DCD is also not published on DataFlow's public pages as far as we found, so check each amount on the payment screen. The Dubai column is shown so you do not apply to the wrong emirate. Dubai's CDA licensed 1,144 social professionals by July 2026, up from 450 in January 2024, according to the Dubai Media Office. How to Prepare
We found no dedicated prep provider for these papers, so most candidates study alone. A workable plan, which is our suggestion rather than a DCD requirement:
- Download the 2022 DCD guide and list the domains and item counts for your paper.
- Assign study time by domain weight. A domain with 19 items deserves more time than one with 5.
- Read the named texts for your paper before you try practice questions.
- Practise scenarios. For each case, write the first action, the ethical issue, and the reason the best option beats the second-best.
- Do timed 100-question sessions to build the 72-second-per-question pace.
- Review the domain report if you need to retake, and focus on the lowest domains.

How a Scenario Question Works (Illustrative Example)
The following is an invented example to show the style, not a real DCD item. A school counsellor learns from a student in a private session that the student is being harmed at home. The options might include: keep the information confidential because the student asked for secrecy; speak to the parents first; follow the school's child protection procedure and report to the designated authority; or refer the student to a private therapist.
The best answer applies the limits of confidentiality: child protection duties override a promise of secrecy, and the counsellor follows the procedure rather than confronting the family. A scenario item usually has two plausible options, so you need a reason the best answer wins, such as client safety first, scope of practice, informed consent or the correct referral pathway. Our question banks use this style, with explanations, but check the reading list for the exact reference your paper expects.
Planning your timeline
The slowest parts are DataFlow and the wait for your eligibility ID, not the exam itself. DataFlow's general standard is 15 to 25 working days from payment and a complete submission. We have no DCD-specific timing, so start verification as early as possible, and book the exam soon after the eligibility ID arrives.
Why Older Advice Says There Is No Exam
DCD began enforcing licensing in September 2021, and the Prometric partnership for automated certification exams was announced in August 2022, with the public guide dated 2022. Some guidance online, including our own April 2026 overview, describes a possible DCD "competency assessment" at DCD's offices without mentioning the Prometric papers. If a page tells you there is no standard exam, check its date and compare it with DCD's own guide. Then confirm with DCD through TAMM whether the exam applies to your licence tier and specialisation.
Why This Is a Growing Route
Abu Dhabi enforced licensing for social care professionals from September 2021. By 2026, over 410 licensed professionals worked in private schools alone, according to the figures in our earlier DCD overview. School counsellor postings dominate counselling job searches in the UAE: a LinkedIn guest search on 10 October 2026 matched 37 of 100 scanned postings for counsellor and psychotherapist titles in the UAE, which is indicative only. Saudi Arabia's SCFHS has Psychology Specialist and Social Service Specialist computer-based exams of its own, but we could not verify the question count and pass mark of the psychology papers, so we do not state them.
For job seekers, the practical point is that employers need licensed staff, and your start date may depend on passing the exam. Plan the exam date into your joining date and keep a record of your attempts.
