حول SCFHS

The Saudi Commission for Health Specialties (SCFHS) is the sole professional licensing and classification body for all healthcare professionals in the Kingdom of Saudi Arabia. SCFHS handles registration, classification, examination, and continuing medical education oversight through its digital platform Mumaris Plus. Every doctor, nurse, pharmacist, and allied health professional practicing in Saudi Arabia must hold a valid SCFHS classification.

SCFHS uses a hierarchical classification system — Resident, Specialist, and Consultant — based on your qualifications, training, and experience. The Saudi Licensing Exam (SLE), administered through Prometric, is mandatory for most applicants. Saudi Arabia's healthcare sector is undergoing massive expansion under Vision 2030, with billions invested in new hospitals, medical cities, and healthcare infrastructure, creating unprecedented demand for qualified professionals.

The SCFHS process is more comprehensive than most GCC authorities, typically taking 6-10 months from initial application to final classification. The Mumaris Plus platform handles everything from initial registration through classification, exam scheduling, and license renewal. Understanding the classification criteria and preparing a strong application package is critical, as SCFHS periodically updates its recognized institutions list and classification standards.

1

Profile Assessment & Document Preparation

2-4 weeks

Determine your likely SCFHS classification level (Resident, Specialist, or Consultant) based on your qualifications and experience. Assemble all documents including primary degree, postgraduate certificates, training completion certificates, experience letters, and good standing certificate. All documents must be attested by relevant authorities.

تساعدك Neelim في: Neelim evaluates your profile against SCFHS classification criteria for free and predicts your likely classification level before you invest any time or money.

2

Mumaris Plus Registration & Application

1-2 weeks

Create your account on the Mumaris Plus platform (mumaris.scfhs.org.sa). Complete the detailed application form, upload all required documents, and submit for initial review. The platform assigns a case number for tracking.

تساعدك Neelim في: Neelim handles your complete Mumaris Plus application, ensuring every document meets SCFHS format requirements and classification criteria.

3

Dataflow Primary Source Verification (PSV)

6-12 weeks

SCFHS requires Dataflow PSV for all international applicants. Dataflow verifies your academic qualifications, training certificates, employment history, and professional licenses at source. This is the longest waiting period in the process.

تساعدك Neelim في: Neelim initiates your Dataflow case immediately and follows up aggressively to prevent the extended delays that often occur with Saudi-bound verifications.

4

Saudi Licensing Exam (SLE) via Prometric

4-8 weeks (preparation + exam)

Register for and pass the Saudi Licensing Exam (SLE) through Prometric. The SLE is category-specific and covers clinical knowledge, Saudi healthcare regulations, and profession-specific competencies. Some high-level certifications may qualify for SLE exemption.

تساعدك Neelim في: Neelim provides SLE-specific study materials, past question analysis, and tells you upfront if you qualify for an exemption.

5

SCFHS Classification Committee Review

4-8 weeks

The SCFHS classification committee reviews your verified credentials, SLE results, and complete professional profile. They assign your classification level (Resident, Specialist, or Consultant) based on established criteria. This may involve back-and-forth requests for additional documentation.

تساعدك Neelim في: Neelim monitors your classification review continuously and responds to committee queries within 24 hours to prevent delays.

6

Classification Certificate Issuance

1-2 weeks

Upon successful classification, SCFHS issues your professional classification certificate through Mumaris Plus. This certificate specifies your classification level, profession, specialty, and validity period.

تساعدك Neelim في: Neelim verifies your classification certificate details and ensures they accurately reflect your qualifications.

7

Employer Registration & Practice Authorization

1-3 weeks

Your Saudi employer registers you through their institutional Mumaris Plus account and obtains practice authorization. This links your SCFHS classification to a specific healthcare facility in Saudi Arabia.

تساعدك Neelim في: Neelim coordinates with your employer's HR team to ensure smooth institutional registration and practice authorization.

8

Iqama & Final Activation

2-4 weeks

Complete your residency permit (Iqama) process and finalize your SCFHS registration. Once your Iqama is issued and your employer confirms your practice assignment, you can begin practicing in Saudi Arabia.

تساعدك Neelim في: Neelim provides guidance on the Iqama process timeline and ensures your SCFHS activation aligns with your employment start date.

إرشادات خاصة بالفئة

Doctors (Physicians & Surgeons)

SCFHS classifies physicians as Resident (basic medical degree + limited experience), Specialist (recognized postgraduate qualification + 2-4 years post-specialty experience), or Consultant (recognized higher qualification + 5+ years specialist experience or equivalent). The SLE for physicians is specialty-specific. Board certifications from the US, UK (CCT), Canada, and Australia/NZ may qualify for SLE exemption and direct classification at Specialist or Consultant level.

Nurses & Midwives

SCFHS requires a BSN from a recognized institution for Specialist Nurse classification. Diploma nurses may receive a lower classification (Technician or Resident level). Advanced practice nurses with master's or doctoral degrees may qualify for higher classification. Saudi Arabia has one of the highest demands for nurses in the GCC, with opportunities in MOH hospitals, National Guard facilities, and private hospital groups.

Allied Health Professionals

SCFHS classifies over 30 allied health specialties. Classification level depends on your degree level (diploma, bachelor, master), training, and experience. The SLE covers profession-specific clinical knowledge. Categories with particularly high demand in Saudi Arabia include respiratory therapy, clinical laboratory science, radiology, and physiotherapy.

Pharmacists

A BPharm (5 years) or PharmD from a recognized institution is required. Clinical pharmacists with PharmD and residency training may receive higher classification. SCFHS has specific requirements for hospital pharmacists versus community pharmacists. The SLE for pharmacy covers clinical pharmacology, drug information, and Saudi pharmaceutical regulations.

SCFHS الجدول الزمني للترخيص

كم يستغرق الحصول على ترخيص SCFHS؟ إليك مقارنة واقعية.

التقديم الذاتي

24-40 weeks (6-10 months)

الجدول الزمني النموذجي

مع Neelim

18-28 weeks (4.5-7 months)

الجدول الزمني النموذجي

SCFHS is the most time-intensive GCC licensing process due to the comprehensive classification system, longer Dataflow verification times for Saudi-bound applications, and multi-stage committee review. Neelim typically saves 6-12 weeks through parallel processing, proactive follow-up, and error-free documentation from the start.

الأخطاء الشائعة التي يجب تجنبها

هذه أكثر الأسباب شيوعًا لتأخير أو رفض طلبات SCFHS. تضمن Neelim تجنبك لكل واحد منها.

Confusing SCFHS with MOH Saudi — SCFHS handles all professional licensing and classification; MOH Saudi is the employer for government hospitals, not the licensor.

Underestimating the timeline — SCFHS takes 6-10 months, significantly longer than UAE or Qatar authorities.

Not verifying your institution on the SCFHS recognized list before applying — SCFHS periodically removes institutions, and finding out mid-process is devastating.

Submitting incomplete training documentation — SCFHS requires detailed training completion certificates, not just degree certificates, especially for specialist and consultant classification.

Applying for the wrong classification level — aiming too high leads to rejection; aiming too low means practicing below your qualification level.

Letting certifications expire during the lengthy process — good standing and training certificates must remain valid at the time of committee review.

SCFHS الأسئلة الشائعة حول الترخيص

إجابات على أكثر الأسئلة شيوعًا حول ترخيص الهيئة السعودية للتخصصات الصحية.

SCFHS classifies healthcare professionals into three levels: Resident (basic qualification with limited experience), Specialist (recognized postgraduate qualification with relevant experience), and Consultant (advanced qualifications with extensive experience). Your classification determines your scope of practice, salary grade, and professional title in Saudi Arabia. Neelim can predict your likely classification for free.

The Saudi Licensing Exam (SLE) uses a scaled scoring system. The passing threshold is generally around 60-70% depending on the profession and exam session. The SLE is considered moderately difficult and requires focused preparation with Saudi-specific study materials. Neelim provides SLE-specific preparation resources and guidance.

The complete SCFHS classification process typically takes 6-10 months when managed independently, or 4.5-7 months with Neelim's assistance. The longest components are Dataflow PSV (6-12 weeks), SLE preparation and scheduling (4-8 weeks), and classification committee review (4-8 weeks).

Mumaris Plus (mumaris.scfhs.org.sa) is SCFHS's official digital platform for professional registration, classification, examination, and license management. All SCFHS applications are processed exclusively through Mumaris Plus. The platform also handles CME credit tracking, license renewal, and employer registration.

SCFHS accepts diploma nurses but typically classifies them at a lower level (Health Technician or Resident) compared to BSN holders who qualify for Specialist classification. Diploma nurses with extensive experience and additional certifications may receive a somewhat higher classification. The trend in Saudi Arabia is increasingly toward requiring BSN for new nursing positions.

SCFHS offers SLE exemptions on a case-by-case basis for holders of certain high-level certifications, including US board certification, UK CCT, Canadian Royal College fellowship, and Australian/NZ fellowship. Exemption is evaluated during the classification process and is not guaranteed. Neelim can assess your exemption eligibility before you begin the application.

Saudization (Nitaqat) is Saudi Arabia's workforce nationalization policy that requires employers to maintain a minimum percentage of Saudi nationals. In healthcare, this affects hiring quotas for expatriate professionals. While demand for qualified foreign healthcare workers remains high due to Vision 2030 expansion, certain administrative and lower-skilled positions are increasingly reserved for Saudi nationals.

No. A UAE license (DHA, DOH, MOHAP, or SHA) is not valid in Saudi Arabia. You must obtain SCFHS classification through Mumaris Plus to practice in Saudi Arabia. However, your Dataflow PSV results may be transferable, and your clinical experience gained in the UAE is fully recognized by SCFHS for classification purposes.
