Fragmented Regulatory System

Unlike most countries with a single national licensing body, the UAE operates five distinct healthcare regulatory authorities. Each authority has its own application process, exam requirements, recognized institutions list, and fee structure. A license from one authority does not automatically permit practice under another.

Common Requirements

All UAE authorities require Dataflow Primary Source Verification (PSV) and a Prometric computer-based examination. However, each authority administers its own version of the Prometric exam — passing the DHA exam does not satisfy DOH requirements, and vice versa.

Sharjah now has its own dedicated health authority overseeing healthcare licensing and regulation within the emirate.

SHA Licensing Portal

The Sharjah Health Authority operates its licensing portal at sha.shj.ae. Healthcare professionals intending to practice in Sharjah must register through this portal and complete the SHA-specific licensing process.

SHA Licensing Process

SHA follows a structured licensing process similar to other UAE authorities, requiring Dataflow PSV, qualifying examinations, and good standing verification. Fees are structured by profession category. Contact us for current fee schedules.

Sharjah Healthcare City (SHCC)

Sharjah Healthcare City (SHCC) is a dedicated healthcare free zone within the emirate, offering 100% foreign ownership and tax incentives. SHCC operates under SHA's sole regulatory jurisdiction — practitioners inside SHCC still need an SHA professional license. Key Requirements for UAE Healthcare Licensing

Dataflow PSV

Primary Source Verification through Dataflow Group is mandatory for all UAE authorities. This process verifies your educational qualifications, professional experience, and credentials directly with issuing institutions. Typically takes 4-8 weeks.

Prometric Examination

Each UAE authority requires its own Prometric computer-based test. Exams are authority-specific and not interchangeable. Available at Prometric centers worldwide. Some exemptions exist for holders of recognized international board certifications.

Recognized Qualifications

Your primary degree must be from an institution recognized by the relevant authority. Each authority maintains its own list of recognized universities, which are periodically updated. Postgraduate qualifications are required for specialist and consultant categories.

Good Standing Certificate

A certificate of good standing from your most recent country of practice is required. This confirms your professional registration status, absence of disciplinary actions, and fitness to practice.

Clinical Experience

A minimum of 2 years post-qualification clinical experience is typically required. Specialist and consultant categories demand additional years and specific training. Verifiable employment history is essential.

CME / CPD Requirements

UAE licenses must be renewed (typically every 2 years) with documented Continuing Medical Education or Continuing Professional Development hours. Requirements have become stricter across all authorities in recent years.

It depends on where you plan to practise. DHA covers Dubai, DOH covers Abu Dhabi, and MOHAP covers the Northern Emirates (Sharjah, Ajman, RAK, UAQ, and Fujairah). HAAD (Health Authority Abu Dhabi) was renamed to DOH (Department of Health) in 2018. The licensing portal also transitioned from HAAD to the TATMEEN system. If you previously held a HAAD license, it is now administered by DOH and follows their current renewal requirements.

Dubai Healthcare City (DHCC) is a free zone with its own independent regulator — DHCR (Dubai Healthcare City Authority – Regulatory). A DHA license is NOT valid inside DHCC; you need a separate DHCR professional license. Salaries vary significantly by emirate, facility type, specialty, and experience. Physicians in Dubai and Abu Dhabi typically earn between AED 25,000–80,000+ per month, while nurses range from AED 8,000–20,000. Private hospitals and free zones generally offer higher packages than government facilities.

UAE licenses typically require renewal every 2 years. Requirements include documented CME/CPD hours (varying by authority), a valid medical fitness certificate, updated malpractice insurance, and payment of renewal fees.
