Canadian Nurse Moving to Dubai and the Gulf: Licence Guide

If you are a Canadian-registered nurse or midwife wondering how to move to Dubai, Abu Dhabi or elsewhere in the Gulf, the news is specific: under the UAE's Unified PQR, Canadian licensed nurses and midwives with a good standing certificate and no long practice gap are exempt from the licensing exam, and a valid NCLEX pass record is a second route. This guide explains what that means, what you still have to do, how Qatar and Saudi Arabia differ, and how Canadian and Gulf pay compare. In short

Canadian nurses and midwives are exempt from the DHA, DOH and MOHAP licensing exam under the Unified PQR if they hold a valid Canadian licence and good standing certificate and either qualified within three years or have no gap in practice. A valid NCLEX pass record is a second exempt route, and Qatar also exempts NCLEX-RN holders. You still need DataFlow, provincial verification and the standard application, and Saudi Arabia, Bahrain, Oman and Kuwait have no exemption we could confirm. Quebec nurses and nurses licensed before 2015 usually do not hold NCLEX.

The licensing process, step by step

  1. 1

    Check your route, title and practice gap

    Confirm your provincial licence is live, whether you hold an NCLEX-RN pass record, and that your last clinical shift is within three years. Then pick the title that fits: Registered Nurse, Specialty Nurse, Nurse Practitioner or Registered Midwife.

  2. 2

    Open your Sheryan (Dubai) or TAMM (Abu Dhabi) file

    Create the account with your name exactly as on your passport, choose your title, and upload your qualification, licence and employment evidence.

  3. 3

    Start DataFlow verification

    Submit consent so DataFlow can contact your university, your provincial regulator or regulators, and your employers. DHA's FAQ quotes 15 working days from payment; DataFlow itself says 15 to 25.

  4. 4

    Request provincial verification and good standing

    Ask each regulator you are or were registered with to send its verification or good standing document directly. BCCNM, for example, quotes up to four weeks. Time it to arrive while the authority reviews your file.

  5. 5

    Claim the exam exemption and clear the file

    Upload exemption evidence under the PQR: licence and good standing with no gap, or a valid NCLEX pass record. If the authority confirms exemption you do not book an exam.

    Get the licence activated through your employer

    Once the authority issues your licence, an employer activates it. Complete any medical fitness requirement the authority sets.

Documents you need from the Canadian

  • Valid passport and a passport-style photograph
  • Proof of provincial registration (licence number and dates) from each province where you are or were registered
  • Good standing or verification letter from your regulator, sent directly to the receiving authority
  • Nursing or midwifery degree certificate and full academic transcript (the transcript is used to determine your discipline)
  • NCLEX-RN pass record, if you hold one, as the second exemption route
  • Post-registration certificates (critical care, emergency, neonatal, mental health, NP) if applying under a specialty title
  • Employer experience letters covering your recent employment, showing job title, dates and hours
  • CV showing no unexplained gap in clinical practice, with an explanation for any break
  • Valid Basic Life Support certificate (plus ACLS, PALS or NRP where your role needs it)
  • English evidence (IELTS 5.0, OET C, TOEFL 500 or Cambridge 169) only if you studied in French or your studies or licence trigger the rule
  • DataFlow consent and portal reference number
  • Declaration of any previous UAE exam attempts, if you have sat one

Pay: Canadian vs the Gulf

Canadian figures are Job Bank 2023-2024 gross hourly wages (low, median and high) for registered nurses, with the monthly figure assuming 37.5 hours a week for 52 weeks (our assumption). Gulf figures are monthly ranges from our country data, converted at about CAD 0.38 per AED or QAR and CAD 0.37 per SAR (Bank of Canada 2025 average USD/CAD of about 1.40 and the USD pegs). Gulf pay carries no personal income tax. UAE packages commonly add housing or a housing allowance (AED 3,000-6,000 a month where not provided), annual flights, medical insurance and end-of-service gratuity; Saudi and Qatar packages commonly add housing, flights and gratuity. Packages vary by employer.

The UAE exam exemption for Canadian nurses, in detail

The UAE's Unified PQR gives Canadian nurses two separate routes to an exam exemption. They sit in different parts of the same rule, so it helps to know which one you are relying on.

Rule 21.2 limits any exemption to the licensing exam only, rule 21.4 removes it once a practice gap exceeds three years, and rule 21.5 requires the title on your licence to match the title you request.

Five Canadian nurses, five outcomes

  • The Ontario RN with six years on a medical-surgical ward and no break. Valid CNO registration and good standing, no gap. Exempt under criteria 1.
  • The RN who registered in 2019 through NCLEX-RN and left clinical work four years ago. Her NCLEX pass does not rescue her, because rule 21.4 removes exemption criteria after a gap of more than three years. Expect to sit the exam, or take advice on the discontinuity-of-practice requirements before applying.
  • The Quebec-educated RN. Quebec nurses sit the OIIQ exam rather than NCLEX, so criteria 1 is the route. If your studies were in French, the PQR's English-evidence rule applies, so bring one of IELTS 5.0, OET C, TOEFL 500 or Cambridge 169.
  • The nurse licensed before 2015. Canadian RN entry exams moved to NCLEX-RN in 2015. If you were licensed earlier, you probably do not hold an NCLEX record, so your UAE route is criteria 1 and your Qatar position is different (see below).
  • The registered practical nurse (RPN or LPN). We have not found PQR text that says whether a Canadian practical nursing diploma maps to the Assistant Nurse title (a diploma of at least 18 months) or whether the exemption lists extend to that title. Do not assume either way; ask the authority or us.

Your provincial good standing letter and DataFlow: how the two fit together

Every Gulf application asks for the same two things from the Canadian side: proof from your regulator that you are registered and in good standing, and independent verification of your degree, licence and employment. They run in parallel, but the order matters.

The provincial verification

Canada has no national nursing register, so the document comes from the provincial or territorial regulator where you are, or were, registered. Two examples from published pages:

  • BCCNM (British Columbia) issues a verification of licensure that you request online. It states your licence number, dates and status, your school and graduation details, the dates and scores of Canadian or US licensing exams on record, and a statement about whether your licensure is and has been in good standing. BCCNM says it costs CAD 60 plus GST, can take up to four weeks, is emailed directly to the receiving organisation, and that BCCNM does not complete third-party forms.
  • CNO (Ontario) describes its own verification of registration as confirming your good standing and entitlement to practise. For Ontario, ask CNO how to have the document sent to a Gulf authority; we have not found a published CNO fee or timeline for overseas requests.

If you have been registered in more than one province, expect to account for each. The PQR requires primary source verification of your licence and registration documents, so a province you left five years ago is still a source to be checked.

DataFlow primary source verification

DataFlow contacts your university, your regulator and your employers directly. DHA's own Sheryan FAQ quotes fifteen working days from payment for a new report, and DataFlow itself quotes 15 to 25 working days, so budget for the longer figure. A sensible sequence

  1. Confirm your licence is live and your last clinical shift is within three years.
  2. List every province, employer and agency since graduation, with dates and hours.
  3. Open your DHA Sheryan or DOH TAMM file to get reference numbers.
  4. Start DataFlow as early as possible, because it is the slowest step.
  5. Request each provincial verification once DataFlow is under way, so it is fresh when the authority reviews your file.
  6. Upload your exemption evidence alongside the rest of the application.

Experience rules: what each UAE title asks of a Canadian nurse

Many guides still quote an old two-year experience rule. The April 2025 PQR is clearer. The title you apply for decides the experience you need, and the Canadian licence can remove experience requirements as well as the exam.

How the Canadian licence interacts with experience

The PQR adds that nurses and midwives holding a valid licence from the listed countries, which include Canada, are exempt from the required experience for titles that carry one. The conditions are the same: a qualification within three years or no practice gap, a valid Good Standing Certificate, completed primary source verification, and English evidence where the trigger applies. On that wording, a Canadian nurse applying for a specialty title is not held to the one- or two-year minimum. Authorities may add requirements, so treat it as the published rule rather than a guarantee.

Qualification points Canadian nurses should check

  • Degree length. The PQR requires the Registered Nurse bachelor's to be at least three years full time. Most Canadian BScN programmes are longer; nurses who trained through older diploma routes should have their transcript reviewed before choosing a title.
  • Distance learning. Qualifications gained by correspondence or distance learning do not count towards the PQR (rule 13.1.3). Bridging or upgrade degrees taken online deserve a check.
  • Nurse practitioners. Canadian NPs normally hold a graduate degree and an advanced registration. The PQR NP title needs two years as an NP, and whether the experience exemption extends to that title is something to confirm with the authority.
  • Basic Life Support. A valid BLS certificate is a PQR requirement for nurses and midwives.
  • Transcript. The PQR says the academic transcript is submitted so the discipline can be determined.

ICU, emergency, theatre, mental health and midwifery: where the rules differ

The licensing route is the same for every Canadian nurse, but your specialty changes the title you apply for and what hospitals look for.

Critical care, emergency and neonatal nurses

The PQR's recognised specialty titles include Critical Care Nurse, Emergency Nurse, Neonatal Nurse and Pediatric Critical Care Nurse. A specialty title needs a clinical master's or postgraduate specialty qualification of at least a year plus a year of experience, or a specialty bachelor's plus two years. Many Canadian ICU and ER nurses hold a post-basic certificate or national specialty certification rather than a master's, so check whether yours meets the "minimum one year course duration" test before you choose a title. Hospitals also grant their own clinical privileges, separate from your licence.

Operating room and perioperative nurses

The recognised list contains an Anesthesia Nurse title but no separate perioperative title. We have found no published rule that maps a Canadian OR nurse onto a specialty title, so we would not promise one. Expect to be licensed as a Registered Nurse, with the hospital assessing your theatre background.

Mental health nurses

Mental Health Nurse is a listed PQR specialty title. Canada has registered psychiatric nurses in some western provinces; confirm that your registration category appears as a nursing licence in the PQR sense, because rule 21.5 requires the title to match.

Midwives

The PQR's exemption wording covers "Nurses and Midwives" and names Canada, and its reference list includes the Canadian Midwifery Regulators Council. The midwife title needs two years in a maternity hospital or related setting unless the licence-based experience exemption applies. Request your good standing from the provincial midwifery regulator, and keep birth-centre and community experience in verifiable employer letters.

  • Check which title the authority is assessing if you hold dual nursing and midwifery registration.
  • Qatar publishes separate cut scores for general nurses and midwives and exempts only NCLEX-RN, so Canadian midwives without it should plan to sit.

Dubai (DHA) or Abu Dhabi (DOH): what changes for a Canadian nurse

Both emirates apply the same PQR, so the exemption logic is identical. The differences are administrative.

  • Portal. Dubai applications run through DHA's Sheryan system; Abu Dhabi runs through TAMM with DOH. Both ask you to upload exemption evidence.
  • Exam delivery if you do sit. DHA uses Prometric and DOH uses Pearson VUE. See the DHA exam guide and DOH exam guide.
  • Employers. Abu Dhabi has academic centres such as Cleveland Clinic Abu Dhabi and Sheikh Shakhbout Medical City; Dubai has American Hospital Dubai and large government hospitals. Browse all hospitals.
  • Northern Emirates. MOHAP's evaluation applies the same PQR, with an AED 400 evaluation fee for nurses and midwives on its service page.

Saudi Arabia, Qatar, Oman, Kuwait and Bahrain: where the Canadian route differs

The UAE exemption does not travel. Each country sets its own rule, and for Canadian nurses the picture is mixed.

Qatar: NCLEX-RN is the key

DHP circular 2025/19 (26 November 2025) lists NCLEX-RN as the only nursing exam that exempts you from Qatar's qualifying exam, provided the result is valid and verified by a verification company (none is accepted without a verification report after 1 January 2026). For a Canadian RN who registered through NCLEX since 2015, that is good news. If you registered before 2015, or in Quebec, you do not hold an NCLEX record, and provincial registration alone is not on the list. See the QCHP exam page.

Saudi Arabia, Bahrain, Oman and Kuwait

  • Saudi Arabia. The SNLE applicant guide describes the exam and we found no published exemption for Canadian nurses. See the SCFHS exam page.
  • Bahrain. NHRA runs a Prometric exam after application. We found no published Canadian exemption. See NHRA.
  • Oman. OMSB's exam for BSN nurses runs through Pearson VUE; we found no published exemption. See Oman.
  • Kuwait. MOH publishes a Registered Nurse exam specification with no exemptions listed. See Kuwait.

Canadian nursing pay against Gulf pay: reading the numbers honestly

This is where Canadian nurses differ most from UK or Philippine ones. Canadian hospital wages are relatively high, so a Gulf move is not automatically a pay rise.

  • The Canadian benchmark. Job Bank's 2023-2024 data puts the Canadian RN wage at CAD 30.00-54.37 an hour with a median of CAD 43.27. Quebec's median is the lowest at CAD 40.00 and Ontario's is CAD 42.00; the territories are much higher. Job Bank also reports that 92.3 percent of nurses receive at least one non-wage benefit.
  • Gulf nominal pay. UAE mid-level nurse pay of AED 9,000-14,000 a month converts to about CAD 3,400-5,300, against roughly CAD 7,000 a month for a median Canadian RN on 37.5 hours a week. Qatar's QAR 12,000-16,000 converts to about CAD 4,600-6,100.
  • Where the Gulf can win. No personal income tax on employment income in these countries, employer housing or allowances, flights and medical insurance, and low-cost savings. Whether it beats your net Canadian pay depends on your province's tax, your housing costs in Canada and what the Gulf employer actually provides.

A realistic timeline and the mistakes that cost Canadian nurses weeks

No regulator guarantees a licence date. The slowest step is almost always verification, not the exam.

The mistakes we see most often

  • Ordering good standing too early. BCCNM can take up to four weeks, and certificates have validity windows, so order them once DataFlow is under way.
  • Forgetting a province. A short contract in another province still has to be listed and verified.
  • Ignoring a gap. Parental leave, travel nursing or a non-clinical role can matter under rule 21.4. See our gap in practice guide.
  • Mismatched titles. Rule 21.5 requires the title on your documents to match the title you apply for.
  • Assuming the UAE rule applies in Qatar or Saudi Arabia. It does not.

A rough order of work

  1. Check eligibility and gap, then choose a title.
  2. Start DataFlow and open your Sheryan or TAMM file.
  3. Request provincial verification and a BLS certificate.
  4. Apply with exemption evidence; book an exam only if the authority does not confirm exemption.
  5. Secure the job and activation, then give notice.

Frequently asked questions

Do Canadian nurses need to take the DHA exam to work in Dubai?
Often not. The Unified PQR exempts nurses and midwives with a valid Canadian licence and good standing certificate if they qualified within three years or have no practice gap, and it separately exempts a valid NCLEX pass record. DHA still requires DataFlow and the rest of the application.
Do I need to sit the DOH exam for Abu Dhabi as a Canadian nurse?
DOH applies the same Unified PQR, so the same exemption applies if you meet the conditions. Check that the exemption appears in your TAMM application before booking anything with Pearson VUE.
Is NCLEX-RN accepted in the Gulf?
In two ways that we verified. The UAE PQR lists NCLEX as an exam-based exemption, and Qatar's circular DHP/2025/19 lists it as the only nursing exam that exempts. In both cases the record must be valid and verified. Other Gulf regulators have no published NCLEX exemption that we could find.
I trained in Quebec. Does that change anything?
Yes. Quebec nurses sit the OIIQ exam, not NCLEX-RN, so you rely on the licence and good standing route. If your studies were in French, the PQR asks for English evidence such as IELTS 5.0 or OET C. Qatar's list does not include OIIQ registration.
Do I still need DataFlow if I am exempt from the exam?
Yes. The PQR says an exemption covers the licensing exam only. DataFlow primary source verification applies in addition, so start it early.
How much experience does a Canadian nurse need for a Dubai licence?
The Registered Nurse title needs no experience under the PQR, subject to the gap rules. Specialty, nurse practitioner and midwife titles carry one to two years, but the PQR exempts nurses with a valid licence from listed countries, including Canada, from that experience if the usual conditions are met.
I took a career break. Can I still get the exemption?
Only within limits. Rule 21.4 says exemption criteria do not apply to professionals with more than three years' gap in practice. A shorter break does not automatically disqualify you, but document it and take advice before you apply.
Are Canadian nurses exempt from the exam in Saudi Arabia or Qatar?
In Qatar, yes if you hold a valid, verified NCLEX-RN result. In Saudi Arabia we found no published exemption, so treat it as depends. Bahrain, Oman and Kuwait are also unconfirmed.
How does Gulf nursing pay compare with Canadian pay?

Can I keep my provincial registration while working in the Gulf?
Many nurses do, and it helps with good standing and a future return. Ask your regulator about renewal fees, practice-hour requirements and whether hours abroad count before you let anything lapse.
