US Nurse Moving to Dubai and the Gulf: Licence Guide

If you are a US-licensed registered nurse searching for how to move to Dubai, Abu Dhabi or elsewhere in the Gulf, the answer is specific: under the UAE's Unified PQR, nurses and midwives with a valid US licence and good standing certificate, and no long practice gap, are exempt from the licensing exam, and a passed NCLEX is a second route. In short

US-licensed nurses and midwives are exempt from the DHA, DOH and MOHAP licensing exam under the Unified PQR if they hold a valid US licence and good standing certificate and either qualified within the last 3 years or have no practice gap since their last job. A passed NCLEX is a second exemption route, and Qatar also exempts NCLEX-RN holders (circular DHP/2025/19). The licensing process, step by step

  1. 1

    Check your degree, title and practice gap

    Confirm your US licence is active and your last clinical shift is within three years. Then check your degree: the Registered Nurse title needs a bachelor's in nursing of at least three years full time, and distance-learning qualifications do not count under the PQR.

    Open your Sheryan (Dubai) or TAMM (Abu Dhabi) file

    Create the account with your name exactly as on your passport, choose your title and upload your qualification, licence and employment evidence with proof of your US licence.

    Start DataFlow verification

    Pay the DataFlow fee for your regulator and submit consent so DataFlow can contact your school, state board and every employer, including each travel agency and facility. DHA's FAQ quotes 15 working days from payment; DataFlow itself says 15 to 25.

    Request your good standing from your state board

    Ask your board how it issues a good standing letter for overseas use, and time it for when the regulator will review the file. If you hold several state licences, ask which one to use.

    Claim the exam exemption

    Upload exemption evidence per the PQR: licence and good standing with a recent qualification or no gap, or your NCLEX record. If the authority confirms exemption you do not book an exam.

    Sit the exam only if one is set

    Get the licence activated through your employer

    Once the authority issues your licence, your employer activates it and the residence visa follows.

Documents you need from the US

  • Valid passport and a passport-style photograph
  • Good standing certificate or licence verification from your US state board of nursing
  • Copy of your current US RN licence, with number and expiry date
  • Nursing degree certificate and full academic transcript (the transcript decides your discipline and title)
  • NCLEX-RN result or other proof of passing, if you use the NCLEX route or apply in Qatar
  • Post-licensure certificates if applying under a specialty title (for example critical care, neonatal, mental health), and NP national certification if relevant
  • Employer experience letters from each facility and agency in your recent history, showing job title, dates and hours
  • CV showing no unexplained gap in clinical practice, with an explanation for any break
  • Valid Basic Life Support certificate (plus ACLS, PALS or NRP where your role needs it)
  • English language evidence only if you did not study in English or your licence is from a non-English-speaking country
  • DataFlow consent and portal reference number
  • Declaration of any previous UAE exam attempts, if you have sat one

Pay: US vs the Gulf

US figures are US Bureau of Labor Statistics medians for registered nurses, May 2025, gross before tax (USD 97,550 a year; divided by 12 for the monthly figure). Gulf figures are monthly ranges from our country data, converted at the pegged rates (AED 3.6725, SAR 3.75, QAR 3.64 to the dollar). Gulf pay carries no personal income tax in the host country, but US citizens still owe US filing and may claim the foreign earned income exclusion. UAE packages commonly add housing or a housing allowance (AED 3,000-6,000 a month where not provided), annual flights, medical insurance and end-of-service gratuity; packages vary by employer.

The UAE nursing exam exemption for US nurses, in detail

The PQR's exam-equivalency chapter (21.12, Nurses and Midwives) gives US nurses two ways to avoid the licensing exam. Both are limited to the exam; neither removes DataFlow, good standing or any other requirement (21.2).

Three US-specific traps

  • Degree level. The PQR's Registered Nurse title requires a bachelor's degree in nursing, and a bachelor's must be at least three years of full-time study (13.1.4). The Assistant Nurse title asks for a nursing diploma of not less than 18 months. Many US RNs hold an associate degree. Whether an authority maps an ADN to a title is for it to decide on your transcript, so ask before you rely on the exemption.
  • Distance learning. The PQR says qualifications acquired through correspondence or distance learning do not count towards its requirements (13.1.3). Online RN-to-BSN programmes can therefore be a problem, and our distance-learning degree guide explains how DataFlow treats them.
  • LPN and LVN. The NCLEX the PQR cites is the RN licensure exam in the Qatar circular. We have not verified an exemption route for licensed practical or vocational nurses, so title matching under 21.5 is the question to ask the authority.

English language

A US licence is from an English-speaking country, so a US-educated nurse needs no separate English test. The PQR note requires evidence (IELTS 5.0, OET C, TOEFL 500 or Cambridge 169) only if your studies were not completed in English or your licence belongs to a non-English-speaking country. A nurse who qualified abroad in another language and holds a US licence should expect to be asked.

Your state licence, good standing and DataFlow

The United States has no single national nursing register: each state board of nursing licenses its own nurses. The National Council of State Boards of Nursing (NCSBN) runs the NCLEX-RN and Nursys, a database that draws licence data directly from state boards. That structure shapes your Gulf application.

Which licence do you put forward?

  • Use your primary state licence. The PQR asks for a valid licence to practise in your home country or country of last employment (13.1.8). If you hold a multistate licence through the Nurse Licensure Compact, which compact-tracking reports put at 40 fully implemented states in 2026, your home state issued it, and that state board is your natural source of good standing.
  • Keep it active. A lapsed licence undermines the good standing certificate and the exemption.
  • Several states? Ask the Gulf regulator which one it wants, and list all of them in DataFlow.

Getting good standing

Nursys describes itself as the national nurse licensure and disciplinary database and lists services for US boards. Its website mentions no service for foreign regulators, so ask your state board how it issues a good standing letter or verification for overseas use. Boards differ in format, turnaround and fees. Order it once your Sheryan or TAMM reference exists and the regulator's validity window is clear, rather than months ahead.

DataFlow primary source verification

DataFlow contacts your university, licensing board and previous employers directly. DHA's Sheryan FAQ quotes 15 working days from payment for a new report; DataFlow itself says 15 to 25 working days, so budget for the longer figure. US nurses should plan for several verification targets:

Experience rules: what each UAE title asks of a US nurse

The PQR sets experience by title. The key rule for US nurses is that the Registered Nurse title needs no experience, subject to the gap-of-practice rules, and nurses with a licence from one of the 20 listed countries, including the USA, are exempt from required experience on the same recency conditions as the exam exemption (13.1.15).

What counts, and what the exemption covers

  • Nurse practitioners. The PQR's second NP route is a national certification or licence as an NP, which suits US APRNs. Whether the experience exemption in 13.1.15 removes the two-year NP requirement is for the authority to confirm on your file, so ask before you apply.
  • Specialty certification. A CCRN or CEN is not the same as a postgraduate specialty qualification. The PQR's specialty titles hinge on academic qualifications, so match your transcript to the table.
  • Employers add their own bar. A hospital may ask for two or more years in your unit even where the regulator asks for none.

ICU, ER, travel nursing and midwifery: where US nurses should check

Most US nurses apply as Registered Nurses, because the title carries no experience requirement. Specialty titles are optional and rarely worth chasing unless your employer lists one.

Critical care, emergency and theatre

The PQR's specialty title list includes critical care, emergency, anaesthesia, neonatal, paediatric, oncology and mental health nursing. These titles need a qualifying degree or postgraduate specialty qualification plus experience. Most Gulf hospitals hire ICU, ER and OR nurses under the Registered Nurse title and assign them by unit, which is simpler and needs no specialty paperwork.

Travel and agency nurses

A travel nurse's recent employment record can be the hardest part of the file. Each 13-week contract may sit under a different facility and agency, and DataFlow needs verification letters from the employers, not from your latest agency alone. Gather contract letters now and list the agency and the facility for every assignment. Short gaps between contracts count towards the gap of practice, which is why we ask for dates down to the month.

Midwives

The PQR exam exemption covers nurses and midwives together. A US certified nurse-midwife holds both a nursing licence and midwifery certification, and which UAE title applies, Registered Nurse or Registered Midwife, depends on your qualification and the title you request. Title matching applies.

Advanced practice and leadership

NPs, CRNAs and clinical nurse specialists hold advanced qualifications, but the UAE title list is narrower than the US one. Ask the authority which title your advanced credential maps to, and whether the hospital can employ you in an advanced role under it.

Dubai (DHA), Abu Dhabi (DOH) or the Northern Emirates (MOHAP)

The PQR is shared, but each authority runs its own portal, fees and employer base. The licensing authority follows your employer's location, not your preference.

Saudi Arabia, Qatar, Oman, Kuwait and Bahrain: what changes

The UAE exemption does not travel. Each country sets its own rule. The one place a US nurse has a published advantage beyond the UAE is Qatar.

US pay versus Gulf pay: reading the numbers honestly

The BLS reports a median annual wage of USD 97,550 for US registered nurses in May 2025, about USD 8,130 a month before tax. That sits above most Gulf nurse basic salaries in our country data.

Why people still go

  • No income tax in the host country. The comparison is therefore gross Gulf pay against US pay after tax, not before. Your US filing obligation continues, and the IRS foreign earned income exclusion and housing exclusion can reduce US tax if you meet its tests (330 full days abroad in 12 months, or bona fide residence). Get a US expatriate tax adviser.
  • Housing and extras. Our UAE data shows nurse housing, where not provided, commonly AED 3,000-6,000 a month, plus flights, medical insurance and gratuity.
  • Savings rate. A lower-paying offer can still outsave a higher US salary where rent, taxes and healthcare costs are high. That depends on your city and household, so run your own numbers.

A worked comparison

Take a nurse on the US median of USD 97,550 a year, about USD 8,130 a month before tax. A UAE senior nurse offer of AED 20,000 a month is about USD 5,450. The Gulf figure is lower before tax, so the move only pays if your US tax, rent and insurance costs absorb a large share of that USD 8,130, or if the offer includes housing worth AED 3,000-6,000 a month. Ask each employer for a written package that separates basic pay, housing, transport, flights, insurance and gratuity, then compare it with your actual US take-home pay, not the gross median.

A realistic timeline and the mistakes that cost US nurses weeks

No regulator guarantees a licence date. Our country data gives UAE nursing licence timelines of roughly 8-16 weeks, depending on authority. The order of work matters more than any single deadline.

  1. Check your degree level, title and practice gap.
  2. Open your Sheryan or TAMM file and start DataFlow together.
  3. Request your good standing from your state board once the file exists.
  4. Upload the exemption evidence, either licence plus good standing or your NCLEX record.
  5. If an exam is set, book it through the regulator's vendor and practise with our free questions and mock tests.
  6. Have your employer activate the licence, then complete the visa.

Mistakes that cost weeks

  • Assuming an associate degree qualifies as Registered Nurse. Check the PQR degree rule first.
  • Ordering good standing too early. It can expire before the regulator reads it.
  • Listing only your latest agency. Each facility you worked at needs verification.
  • Letting a licence lapse during the process.
  • Resigning before the ruling. The exemption is a decision on your file.

What employers look for

Gulf hospitals recruiting US nurses commonly look for recent acute-care experience in the unit they are hiring for, current life support certificates and a clean disciplinary record. A short, accurate CV with exact dates for each role speeds both the hiring decision and DataFlow. We have not seen any regulator publish a minimum unit-hours rule for the Registered Nurse title, so treat hospital-specific experience requests as the employer's own standard.

Frequently asked questions

Do US nurses need to take the DHA exam to work in Dubai?
Not if they meet the Unified PQR conditions. The PQR exempts nurses and midwives holding a valid US licence and good standing certificate, provided the qualification is within three years or there is no gap in practice since last employment, or who have a passed NCLEX. DataFlow and the other licensing steps still apply.
Do I need to sit the DOH nursing exam for Abu Dhabi as a US nurse?
DOH adopts the same Unified PQR, so the same exemption logic applies. Confirm that your TAMM file shows the exemption before you pay for or book a Pearson VUE slot.
Is an associate degree (ADN) enough for a Dubai nursing licence?
Not automatically. The PQR's Registered Nurse title requires a bachelor's degree in nursing of at least three years full time, and the Assistant Nurse title asks for a nursing diploma of at least 18 months. The authority decides how your ADN transcript maps, so get a view before you resign.
Does an online RN-to-BSN degree count in the UAE?
The PQR says qualifications acquired through correspondence or distance learning do not count towards its requirements. Some US programmes mix online and clinical study, so the authority will look at yours. Ask us to check the programme first.
Do I still need DataFlow if I am exempt from the exam?
Yes. The PQR says an exam exemption is limited to the exam and does not remove other requirements. DataFlow checks your degree, your state licence and your employment history with the issuers directly.
How much experience does a US nurse need for a Dubai licence?
The PQR sets no experience requirement for the Registered Nurse title, subject to gap-of-practice rules. Specialty and NP titles carry one to two years, but the PQR also exempts nurses from listed countries, including the USA, from required experience on the same conditions as the exam exemption. Employers may still ask for specific experience.
Are US nurses exempt from the exam in Qatar?
Yes, with NCLEX-RN. Circular DHP/2025/19 lists NCLEX-RN as the nursing exam that exempts you, and the result must be valid and verified. Saudi Arabia is different: we found no published US nurse exemption at SCFHS, so plan to sit the SNLE unless it confirms otherwise.
I took a career break. Can I still get the exemption?
Only if the break is short enough. The PQR says exam exemption does not apply once a gap in practice exceeds three years. For nurses, a gap of 3 to under 4 years brings a requirement of 40 CME/CPD credits and 6 months of training, and non-UAE nationals generally cannot apply after more than five years.
How does Gulf nursing pay compare with a US RN salary?
US registered nurses had a median wage of USD 97,550 in May 2025 (BLS), above most Gulf basic salaries, such as UAE mid-level pay of about USD 2,450-3,810 a month. The Gulf case rests on no host-country income tax, housing, flights and insurance, so compare whole offers after tax.
Can I keep my US nursing licence while working in the Gulf?
Usually you can, if you meet your state board's renewal and continuing education rules. Keeping it live preserves your way home and supports good standing for future applications. Check your board's current rules and any compact-licence conditions before you rely on it.
